Hotel Guards Out of Quarantine as ‘Draconian’ Covid-19 Law Advances

A Covid-19 law with penalties up to 20 years in jail for intentionally spreading the disease was passed by the National Assembly on Friday and heads to the Senate, as two hotel security guards accused of allowing people to leave quarantine finished their own two-week isolation and were detained by National Police.

Updated at 4:42 p.m. — The Phnom Penh Municipal Court sentenced opposition leaders living abroad to 20 to 25 years in prison and stripped them of their right to stand in elections with only a Bar Association-assigned lawyer’s secretary present for the defense, according to a lawyer and court spokesperson.

Fines for Escaping Covid-19 Quarantine Raised From $250 to $1,250

The government raised fines for people escaping quarantine from 1 million to 5 million riel, and for private health facilities failing to notify authorities about evaders from 10 million to 50 million riel, or about $250 to $1,250 and $2,500 to $12,500, respectively.
