Borey Owner’s Wife Arrested in Check Bouncing Case

The wife of a housing development owner who is embroiled in a dispute with disgruntled customers has been placed in pretrial detention in a check bouncing case, a court spokesperson said.

Ngoy Ros, 40, is the wife of Ham Ron, who is the owner of Borey VIP. She was placed under pretrial detention at Prey Sar’s Correctional Center 2 on January 14 after a court order issued by judge Tith Dalin, according to a statement from the court. It adds that she violated the Law on Negotiable Instruments and Payment Transactions in a check bouncing case but did not give any details of who the checks were issued to.

Plang Sophal, a court spokesperson, said Ros had issued three checks amounting to $180,000 as debt repayment to a creditor. He didn’t not give any additional information about the case.

“In this case, the prosecutor’s office has already opened an investigation for not fulfilling obligations of traded instruments and she has been remanded to custody by the investigating judge,” Sophal said.

The court statement added that Ros had been summoned to the Interior Ministry’s major crimes department but had not shown up.

Ham Ron is the director of Borey VIP, which has been in dispute with some customers of a housing development project in Phnom Penh’s Dangkao district. The customers allege they have not been given land titles even after receiving possession of the house, alleging the company pawned the titles for money.

The couple donated $3,000 to the Cambodian Red Cross in 2020, which is run by Bun Rany, the prime minister’s wife.
